The Thiruvananthapuram Municipal Corporation started a computer training centre in 1998 under the Public Planning Scheme (Janakeeyasuthranam). Later it was renamed as Human Resource Employment and Development Centre (HREDC) and expanded its operations. The training centre has been functioning for the last two decades as a model for other local self-government bodies. During this period more than 35000 pupils, students, candidates, officials, teachers and public representatives at various levels have successfully completed the course through this institution in Government-PSC approved courses. Through public planning projects, training has been provided to the Scheduled Castes belonging to the poor category, women and other vulnerable categories free of charge, and to the other categories with fee concession in the approved courses of government-controlled institutions like IHRD, Kelton, C-DAC, C-APT. Also, Medical/Engineering entrance training and training for competitive exams conducted by institutes including PSC/Banking are directly conducted by the institute with the help of qualified and experienced guest faculties. Since June 2016, Computer Hardware Courses CHM O Level, a one-year diploma course, are also being conducted by the Central Government Institution, Special Coaching-cum-Guidance Centre for SC and ST. The institution has the physical conditions and system to impart theory and practical to 180 people. The training centre has all kinds of facilities for various types of short/long term training.

Kannammoola Woman’s Industry, IT Park: - Data Entry Unit: Undertakes and implements all data entry activities for various projects of the municipality such as digitization of births, deaths, marriages, digitization of revenue and town planning records, education projects of schools within the municipal limits, online data entry, Life Mission etc. For this, data entry units with modern facilities are working at Kannammula Vanitha IT Park and more than 150 Data Entry Operators are assigned. Also, various computer courses are conducted here.
Hardware Unit: The maintenance works of the computers in Thiruvananthapuram Municipality and the transferred schools and institutions are carried out by checking the functionality and servicing.
Reprographic Centre, Book Binding Unit: As per the government order, all kinds of work orders related to printing and binding from the Municipal Corporation, Municipal Corporation controlled institutions and hospitals are taken over and executed. The institution is modernized and ready to undertake more activities. 19 people including 15 women belonging to Scheduled Castes category are working in this institution.
Small Industries Product Display and Marketing Centre Saphalyam Complex, Palayam: Centre for display and sale of products of Kudumbashree, Swadeshi and Small Industrial Units.
Akshaya Kendras: the Corporation operates at Main Office, Saphalyam Complex, Palayam, Muttada and Vallakadav.
Kannammula Vanita Industrial IT Park: Modern facilities for public to use internet facility at low cost. Including colour printers.
NET Centres : Saphalyam Complex, Palayam & Kannammoola WITP: The activities of HREDC are carried out subject to the decision of the Municipal Council based on the recommendations of the Central Administrative Committee and Development standing Committee constituted by the Municipal Council for the institution. More than 200 people are working in the above institutions under various conditions. 80% of them are women. Various trainings, data entry works, thesis works, printing-binding works, income tax filing, computer maintenance etc. under the jurisdiction of Kudumbashree can also be implemented through HREDC. Workshops were organized to expand the activities of these centres and create more awareness among the public.
As part of expanding the activities of the institution, the modernization of the Akshaya Centre, Reprographic Centre and Computer Training Centre, which are functioning in the main office compound of the Municipal Corporation, has been completed. Through these institutions maximum Akshaya services, online services, more professional services and modern printing operations can be provided to the public.
